Thankfully the startup process was normal and everything seems to be running fine. I powered down again, waited and powered up again. I was able to log in and confirmed the updates had been installed. Then another "Preparing to configure Windows" message appeared and it also quickly completed and brought me to the login screen. This time the "Preparing to configure Windows" message quickly moved along through the configuration process and the "Starting Windows" screen appeared. After waiting about 20 minutes, I powered up and got a "Windows Error Recovery" message and selected the option to start Windows normally. In desperation, I held the power button until the computer shut down. Having vaguely recalled how sometimes updates can get stuck in a loop unless you hit a certain button, I tried hitting "Esc," ctrl-alt-del, F1, F8 and F12 and nothing happened. The computer was stuck on "Preparing to configure Windows" for over a half hour and it had never taken anywhere near that long in the past. Everything was going fine until I rebooted.
I'm a Windows 7 Home user on a 64x desktop and ran into an interesting situation earlier today while installing some January 2019 updates I had neglected.
